Biography

A survivor leader, legislative advocate, speaker and expert witness on human trafficking, Rhonda is a member of the Texas Human Trafficking Leader Council. 

Her lobbying and legislative work began in the early 2000s and in 2007 she logged a major victory with her work on House Bill 8, known as Jessica’s Law, which was signed by then-Gov. Rick Perry. 

She has steered many bills through passage in the last few years, including one that made Texas the first state where it’s a state jail felony to buy sex and another that required commercial lodging establishments to do training about sex trafficking. 

Her presentations to the public include what sex trafficking looks like, the intersectionality between trafficking and the child welfare system, and stopping illicit massage businesses from operating in our communities.

Rhonda was named the Fort Bend Star newspaper’s “Star of the Year” for her work with the Child Advocates of Fort Bend, the Fort Bend County District Attorney’s Office’s Human Trafficking Team and with Texas Court Appointed Special Advocates (CASA), among other organizations.

She is working towards a master's degree in social work with an emphasis on public policy.
